Every project starts with the same question, and it is usually phrased the same way: what is the rate per square foot?
It is a reasonable question and there is no honest short answer. Two houses of identical floor area, on adjacent plots, built to the same programme, can differ in cost by a factor of two or more. The rate is an output of the design, not an input to it — and quoting one early anchors a client to a number that the actual project has no obligation to honour.
Here is what the single rate is concealing.
Ground conditions
Covered at length elsewhere, but it belongs at the top of this list because it is the largest single swing factor and the one least visible at briefing stage.
Shallow strip or pad footings on competent ground are the cheap case. A raft is a step up. Piling is a large step up, and it brings a specialist contractor, a testing regime and its own programme. On the same floor area, the substructure can move from a modest fraction of the build cost to a very substantial one, entirely because of what is under the site.
Nothing above ground has changed. The rate has moved enormously.
Shape and structure
Floor area does not describe a building. Two buildings of the same area can have very different quantities of the things that actually cost money.
External wall area per unit of floor area. A compact rectangular plan has much less external envelope than an articulated one with wings and courtyards. The envelope carries the walls, the windows, the waterproofing, the finishes inside and out — it is expensive per square metre, and an articulated plan simply has more of it.
Storey count and floor-to-floor height. Going up saves foundation and roof area per square metre of floor, but adds structure, stairs, and — past a point — lifts and different regulatory requirements. Generous floor-to-floor heights add wall, column, and service riser without adding a single square foot of floor.
Structural spans. Long clear spans cost disproportionately more than short ones. A column-free living space is a legitimate design decision with a real price attached, and it should be priced as an option rather than assumed.
Cantilevers, transfers and irregularity. A column that does not run continuously to the foundation needs a transfer structure, and transfer structures are expensive. Structural irregularity — in plan or in section — costs money that never shows up as floor area.
Roof geometry. A simple pitched roof is cheap per square metre. Multiple intersecting pitches, valleys, dormers and complex junctions are not, and each junction is also a future maintenance item.
Specification
The finishes and fittings are where clients expect the variation, and the range is genuinely enormous — a serviceable specification and a high-end one can differ several times over on the same quantities.
The categories that move the number most:
- Joinery, particularly kitchen and wardrobe fit-out. Frequently the largest single fit-out item and the one most often underestimated at briefing.
- Sanitaryware and taps. The spread between adequate and premium is very wide.
- Windows and external doors. Frame material, glazing specification, ironmongery and — critically — whether they are standard sizes or bespoke.
- Flooring, where the material cost is only part of it; the substrate preparation and the laying labour vary as much as the material.
- Air conditioning. Whether the house is fully conditioned, partly conditioned or naturally ventilated is a major cost decision that also drives the electrical load, the switchgear and the envelope detailing.
The things that do not appear in the rate at all
This is where budgets break, because these items are real, unavoidable, and routinely absent from the initial number:
- Professional fees — architectural, structural, services, quantity surveying, geotechnical, surveying.
- Approval fees and statutory charges, and the cost of the time they take.
- Site investigation.
- Utility connections. Water, electricity and drainage connections are separate costs, and where the connection is distant or the supply needs upgrading they are not small.
- Site preparation. Clearing, demolition of existing structures, cutting and filling, retaining structures, temporary access.
- Boundary walls, gates and external works. Driveways, paving, drainage, landscaping. On a generous plot these can be a substantial fraction of the building cost, and they are almost never in the opening figure.
- Temporary works and site establishment, including security, which on an urban site over a long programme is a genuine line item.
- Loose furniture, curtains, light fittings and appliances, unless explicitly included.
A "build cost" that omits this list is not wrong so much as answering a narrower question than the client is asking.
Contingency, and why it is not padding
Two distinct provisions are needed, and conflating them causes trouble.
Design contingency, held during design development, covers the fact that the design is not finished. It reduces as the design is resolved and drops to near zero at tender.
Construction contingency, held during construction, covers what is genuinely discovered — ground conditions that differ from the investigation, existing structures that are not as surveyed, variations the client requests.
The second is not a reserve to be spent because it exists. It is a provision against risk, and unspent contingency is a good outcome rather than an overestimate.
A budget with no contingency is not a lower budget. It is the same budget with the risk transferred to the client, undeclared.
Procurement route changes the number too
How the work is bought affects what it costs.
A fully documented project tendered competitively to several contractors gives the most reliable price, because the contractors are pricing the same defined scope. It requires the design to be complete first, which takes time.
Negotiating with a single contractor is faster and can work well where the relationship is good, but the price is not tested by competition.
Starting on site with an incomplete design — however tempting when the client is impatient — is the most expensive route available. Every undecided item becomes a variation, and variations are priced without competitive pressure, under time pressure, by a contractor already in possession of the site.
What to ask for instead of a rate
At briefing stage, the useful outputs are:
- A range, not a number, with the assumptions behind each end stated explicitly.
- An elemental breakdown — substructure, frame, envelope, finishes, services, external works, fees — so it is visible where the money sits and where the choices are.
- A list of the exclusions, in writing.
- The three or four decisions that move the number most, identified early, so the client can make them consciously.
- A stated contingency, with its basis.
That takes longer to produce than a rate per square foot. It is also the difference between a budget that survives contact with the project and one that is revised upward three times before the roof goes on.
